    "content": "I will wrap up by saying that I look forward to the success of this Bill tomorrow with amendments and for a quick move of our Government even if we are still looking at a Parliament that is going to operate in large Committees of the Whole House. Let us find soberness and respect for each other; willing to listen and come up with solutions that will serve Kenyans. One of those great things to point out to you is that the regional disparity within counties and amongst counties is a huge shame. The gap between those who have and the gap between the poorest in our society is a threat to our national security. It is no wonder that people are being slaughtered all over the place with impunity - from Tana River to Bungoma to Nairobi and other places. This is part of the reason for our national insecurity; the gap between the rich and poor and we keep sinking our heads in the sand and not addressing it, will catch up to us very soon. So I hope we will fix these things as we go forward. I look forward to being productive in this House and co-operating and congratulating---"
