It is not their fault that they are now getting less, but it is a fault that they were getting more at the expense of other counties that were getting less. So, we should adhere to the formula that was proposed by the CRA and approved by Parliament. This is to the extent that we have two figures, one from the national Government of Kshs198 billion to the counties, and the CRA formula giving us a figure of Kshs231 billion to the counties."
