    "content": "Hon. Temporary Deputy Speaker, first of all, I want to thank all the hon. Members who have contributed to this Bill since morning. I want to make several clarifications, as we approach the Committee of the House Stage tomorrow. First, I want to urge my colleagues that we represent both the county governments and the national Government. That point must be very clear. The functions of both the national Government and the county governments will benefit our people. Devolution is not a choice. The Jubilee Government, and specifically the President, in his Address to this House, and in many forums, has said that devolution is not a choice. It is in the Constitution for prosperity. Irrespective of which regime implements it, devolution is a choice of the people of Kenya and we have to live with it."
