Speaker, Sir, Article 218(2) of the Constitution requires that the Division of Revenue Bill introduced in the House is to be accompanied by a memorandum setting out the explanation of revenue. I think that memorandum is attached to this Bill for hon. Members to look at it. What is also attached to this memorandum basically explains an evaluation of the Bill in relation to the criteria set out in Article 203(1) of the Constitution."
