"content": "It is on this background that this Bill is presented to the august House in time for approval to facilitate the finalization and approval of Estimates of Revenue and Expenditure of the national and county levels of governments by Parliament and the respective county assemblies. I totally agree with hon. John Mbadi and Hon. Dalmas Otieno that the due process of Parliament was not followed and this is as a result of what is going on in Parliament; that Committees have not been formed. I want to say it in this House that we have an obligation and a mandate to the country on how we run Parliamentary Committees. I am sure that a solution will be reached soon so that the Budget Estimates that we tabled in the House will, again, be subjected to relevant Departmental Committees for scrutiny and for public participation. If that will not be the case, then we will go by the ruling that the Hon. Speaker gave yesterday."
