    "content": "Thank you, Hon. Speaker, Sir. It is not that I have the instructions from the Leader of the Majority Party on this matter. I, however, rise to second. Indeed, this Bill is very important. When you look at the functions of the county governments, we do have problems at that level because of lack of funds. To me, this is coming at the right time, but my problem is that, unfortunately, we are not going to give it the attention it acquires because of lack of committees. My humble request is that as we move on, we need to do with speed so that we can have committees. I know that Members have not even had enough time to look at this Division of Revenue Bill. I think we are not going to give it the desired discussion for that matter. Probably, that is why many Members do not want to second. However, in line with Article 202 of the Constitution which brings about the sharing of the revenue between the national Government and the county government, it is, indeed, very critical that we urge Members to look at it and scrutinize. The Constitution talks of a minimum of 15 per cent. My colleague has said that it is more than that. To me, that is a good plus. The Jubilee Government promised this thing of free maternity. However, we have seen mothers yearning for these services. That is the importance of us coming up with this law so that these services are rendered to the people. I second."
