Speaker, Sir, there is variance between--- I know that the law requires that once the Judiciary and Legislature which are independent arms of Government bring their estimates to Parliament, the national Treasury has up to 15th of this month, very few days left, to give us a report whether they agree with those figures or not. But there is a huge variance between the Division of Revenue Bill and the Estimates that we have received from Parliament and the Judiciary. I also know that we need to look at the budget of the Judiciary and Parliament and try to rationalize them. If you look at the Division of Revenue Bill, it gives a ceiling to Parliament of Kshs16 billion and yet Parliament is asking for Kshs24 billion. I think we need to harmonize. Further, the Judiciary is given Kshs15 billion and the estimates that we have is Kshs25 billion. That discrepancy is too big. I think we need to capture in the Bill because once this Bill is passed, we may have very little room to approve further amounts. So, we need to be cautious and because we have not looked at those estimates and eliminated the items that require to be eliminated if at all there are some, we need to adjust this Bill and I will propose an amendment upwards. In the event that the Estimates will arrive at lower estimates, then still there would be no problem. At the Appropriations stage, we will appropriate sufficient funds. But if you leave this Bill with Kshs16 billion as the ceiling for Parliament and Kshs15 billion as the ceiling for the Judiciary, chances are that when we come to Estimates and we approve higher figures, we will not have a law in place to back the revenue."
