    "content": "contribution. I would like to, kind of, disagree with hon. Baraza that you may not do justice to this Bill. Jubilee are willing and ready. When you look at the numbers, you can tell that this is really going to happen. I would also like to point out that as much as the country and this House are looking forward to devolution from the national level, there is a danger at the county level. As much as we say 15 per cent of the revenue allocation or more should go to the counties, there is a danger that the 15 per cent that is going to the counties may not reach the grassroots."
