    "content": "Hon. Deputy Speaker, I used that expression because some of the hon. Members here seem to think that we do not have a national executive. They do not know the functions of the Treasury. We have established the Ministry of Treasury. What are its functions? Do you want the Commission on Revenue Allocation (CRA) to take over the functions of the Treasury? Will that be correct? Do you want to take over the functions and roles of the presidency? Those are clearly stated in the Constitution, including the fact that you can give a minimum of 15 per cent of the national budget to our devolved governments. This Treasury has allocated 21 per cent. We should thank them and encourage them to give more next time they collect more money."
