"content": "Hon. Deputy Speaker, I would like to relay this message to the Majority Party in Parliament; the natural laws of economics state that you cannot be the one to account for yourself. We are dealing with public funds and it is only responsible for the majority to accept that the minority has a job to do in Parliament. It is our job to ensure that we scrutinize and go through the figures that have been presented by the Government for the sake of Kenyans. I wish to say this again: Today, if we had a select committee in place, we would have been able to know how the Ministry of Devolution will account for Kshs84 billion. This Parliament has been given Kshs16 billion and we have not been able to get an answer as to why that is the case. We are now having commissions being given an excess of Kshs8.7 billion. The difference between last yearâs budgets for the commissions is close to Kshs2.6 billion. The difference between last yearâs budget for Parliament is about Kshs1.5 billion. I seriously doubt whether any hon. Members in this House today will be able to give an answer to that and yet, we have to pass this document by tomorrow. That is how serious we are in the Opposition. Again, I urge hon. Members because truly, we cannot know where we are going until we know where we are. Where we are right now in the eyes of the public as Parliamentarians is totally at the gutter!
