    "content": "Hon. Deputy Speaker, I believe that, that Bill is done in light of modern ways of apportioning and appropriating revenue to the demanding institutions in terms of scarcity. As to the support services, whereas the line services of the counties as indicated on the Fourth Schedule is well clarified, this Bill has also taken into account the other services that should support the main services that the counties shall be giving. This includes prudent financial management and the amounts of money that will go to the councils. That is also a plus."
