"content": "Thank you, hon. Deputy Speaker. I rise to support this Bill. As has been said earlier, efforts have been made to have money go to the grassroots â the level of wananchi, as is the case with the Constituencies Development Fund (CDF); we want to see our people served well. That is why I have risen to support this Bill. However, I think issues have been raised about the allocation. When you compare it with the national allocation of about 78 per cent, and then you have the 21 to 22 per cent going to the counties, it begs the question: Do we have the capacity at this level to even suggest an increase towards the county allocation? My hope will be that through the relevant Government Ministries, the local mwananchi will be able to participate fully and enjoy some of the development benefits that we have."
