    "content": "Article 96(3) of the Constitution states - and this is where I want this House to engage its mind to: “The Senate determines the allocation of national revenue among counties, as provided in Article 217, and exercises oversight over national revenue allocated to the county governments.” That is what we called the County Allocation of Revenue Bill. So, the role of the Senate only comes in to determine allocation among the counties and not between the two levels of Government."
