    "content": "Revenue Bill? Therefore, I realize that this Constitution could not be reckless in that matter. This Constitution made it very clear that for the Division of Revenue Bill, it should be in the National Assembly to consider it from the beginning to the end. That is because it is dividing money between the National Government and the County Government. But for the County Allocation of Revenue Bill, which is sharing the revenue among the 47 counties, that has to be originated from the Senate. It will come here but we can only overrule them by a two-thirds majority. So, there is a cushion but in the Division of Revenue Bill, there is no cushion which means it was not a requirement that it goes to the Senate."
