    "content": "Hon. Speaker, Sir, as you consider hon. Members’ views to assist in your ruling on this very important issue, I would like you to address yourself to the provisions of Article 1 of our Constitution. The Constitution says, in Article 1, that this country’s sovereign power belongs to the people of Kenya, and that, that sovereign power can only be exercised in accordance with the Constitution. Hon. Speaker, Sir, the Constitution was adopted by Kenyans following a long constitutional review process. There were exhaustive consultations and, finally, we adopted the Constitution. It was the desire of Kenyans that there shall be two Houses of Parliament namely, the National Assembly and the Senate. Article 93 is very clear. I would like to urge you to be guided by the provisions of Article 93 as you make your ruling. You should not be guided by the wishes of the Senators, Members of the National Assembly, Press or any other individual. We should not give certain roles which are not provided for by the Constitution to any institution. We have the Constitution as it is and"
