    "content": "In carrying out privatisation within the law, attempts must be made to give priorities to the local communities. For instance, in the case of sugar factories, the farmers who produce sugar-cane must be allowed, through their sugar grower associations, to take part in this process and own shares commensurate to the stake they hold in these organisations. The role of any government, be it the National Government or the county governments, is not to engage in business. The primary role of the Government, at both the national and county level, is to provide an enabling environment for business to thrive. That is what I would encourage the emerging county governments to spend their energies on. Hon.
