    "content": "For the people of Nambale in Busia, in respect of this Motion, we have cotton which used to be one of our major cash crops, but it has gone off the market; it is almost out of vogue in the area. We had corrupt co-operative societies and national institutions that went down with this crop. The only person who remained with the crop, and sacrificed resources, was the farmer. They were left with debts that are now probably 20 or 30 years old, and will never be paid. So, before you transfer that kind of an animal to the counties you would have look at it very carefully."
