    "content": "I also like the hon. Members who have spoken before. They agree with the issue of looking at those that transcend more than one county. There is a lot of settling and inter-county arrangements, including the councils that need to be brought into operationalisation before some of these things can then be transferred to counties. Where the parastatal is shared, owned or the beneficiaries are more than one county, there would be reason for the executive committees to first come into establishment. So, I support the Motion but argue that the implementation can then be staggered."
