    "content": "One of the reasons we went the devolved way, as provided under Article 174, sub-clause (h), is to facilitate decentralisation of State organs, in terms of their functions and services; from the Capital City of Kenya. This would be a good start for implementation of this particular provision of the Constitution. Therefore, I support the Motion but I do not support the transfer of the organisations as they are. I support the transfer of the functions of these organisations from the National Government to the county governments."
