    "content": "Thank you, hon. Temporary Deputy Speaker. I stand to oppose this Motion although I would really appreciate the spirit with which it has been brought to this House. I think, as a legislative House, what we must avoid is the sort of pedestrian legislation that in the end does not help our people. This is because 85 per cent of the national budget remains at the national level and only 15 per cent goes to the counties. If we want to bail out a parastatal or any of our organizations that are operating at the grassroots, then the counties will not have the ability to bail them out."
