    "content": "but noted in the meeting that KDF forces who were already in place in their bases in Mandera and along the borders were ensuring that no foreign militia would cross to Kenya from the neighboring countries. I, therefore, wish to clarify to the nation that it is wrong for anyone to allege that His Excellency the Deputy President ordered that KDF be deployed to the area to quell the conflict in Mandera County. Indeed, the Constitution that this country passed in 2010 is very clear on how to deploy the KDF under Article 241(3)( c) and I quote: “The Defence Forces – (c ) may be deployed to restore peace in any part of the Kenya affected by unrest or instability only with the approval of the National Assembly” Unless such time comes, no approval has been sought by the Jubilee Government. I wish to further state that the insecurity being experienced in Mandera County does not warrant the deployment of the Kenya Defence Forces. Our police services are capable of handling the situation and I have directed them to ensure that there is peace in the county. So far, the situation has normalized and the displaced families have already gone back to their homes. I wish to lay on the Table a copy of this statement plus the Press statement issued by His Excellency the Deputy President on 11th May, 2013."
