"content": "Mine is to pass my deep gratitude to this hon. House for the great support I was given when I lost my father last week. This hon. House and the Senate gave me a lot of support for the final resting of my beloved dad. Thank you very much. Hon. Speaker, I want to raise an issue on a continuous trend that has happened in this country. There are so many declarations that Kenya has been party to and we do not seem to follow them to the letter. We have UN standards on the ratio of policemen to the citizens. That ratio must be followed. We have so many issues that are pending, yet we waste a lot of time on issues that are not of interest to mwananchi . We take time on the Rome Statute and similar issues, and forget the Abuja Declaration that requires that 15 per cent of the Budget of this country must be spent on healthcare. We forget that there is a UN Declaration which sets the ratio of policemen to citizens, which must be 1:400 whereas in Kenya it is 1:15,000. We forget other issues that we should focus on, especially security. So, mine is to appeal to the Government, and especially the Budget Committee of this House, that the Budget of this year must show inclination towards that trend. If the Budget does not adhere to that, then we must have a way of pushing the Executive to ensure that we lean towards that direction. Mine is an appeal to the Budget Committee that whatever is presented before them should show inclination towards the Kenya Government employing enough policemen to secure the Kenyan people; if that Budget does not show inclination---"
