Speaker, Sir, we would also want to know whether the National Police Service Act--- Recently, if you remember, we scrapped all the ranks within the police force and we have an Inspector-General who has no direct command over the police officers. He cannot discipline them or do anything, yet we have a Police Oversight Authority (POA) that appears to know so much about security when police officers actually do not know much. When are you going to correct these anomalies and inconsistencies, so that we have a Mr. Kimaiyo who has direct control over the police force, so that when there are issues, we are able to ask him to be accountable to this Parliament?"
