    "content": "Now I want to seek some clarifications from the Leader of the Majority Party. If you look at what is happening in Mandera today - and I come from Samburu where insecurity is not a new thing, it is something that actually happened in other places a few months or a few years ago. If you look at Samburu, for instance, we had the Baragoi incident where 42 Kenyan soldiers were massacred. We have lost firearms and that is what has been happening in our country. This is the clarification I want to seek. We have become a reactionary country. We are simply firefighting. Today we are in Mandera, tomorrow we are in Bungoma and I do not know where we will be the other day. If we cannot address the events of the past, like the Baragoi massacre, how sure are we that we will not keep on fire-fighting as a Government? If there is a fire, we move away. What are the proactive steps that this Government intends to take, first to deal with the events that might come in future and, secondly, to deal with the past events like the Baragoi massacre? Thank you."
