    "content": "never been seen before. I think hon. Gethenji’s intervention was more of a statement. He told me that security is about the lives of our people and how we could improve them. Hon. Gethenji’s concern comes back to the Government and our leadership. We must grow our economy and create employment. We must improve universal healthcare and make sure that our people get the best education. It is a whole issue anchored on the Vision 2030 and the growth that this Government anticipates. Hon. Wakhungu confirmed that the Jubilee Government has provided vehicles. We will do it. It is in the Budget. That was a good comment. You need to give credit to the Government and criticize when they fail. It is not about criticizing the Government every day. Where the Government has done well, it is our moral responsibility to say so. He talked about the OCPD, Trans Nzoia, having one vehicle. I am sure that in a couple of days, once we have passed the Budget, vehicles will be bought and personnel will be increased. The President has assured us that there will be an allocation of Kshs4 billion annually for equipment. Part of this money will go towards purchase of vehicles. Hon. Speaker, Sir, I want to thank you for recognizing hon. Wetangula who is seated far at the back. Disability is not inability. I know that before he got into that situation he was one of the top lawyers in town. He asked about community policing. Indeed, community policing is part of our system. Of course, hon. Members know that this comes with a lot of challenges. It is more about how you integrate communities and the police. Some people can even make criminals to be part of the community policing! So, we need to have a policy as a country on what community policing is. It is not for the OCPD to sit with the DCIO and pick a few people and say that they are the ones who will do community policing. We must have a policy because that is what is lacking. Hon. Lati talked about Baragoi. I do not want to talk about the very sad incident. However, this is a different regime. The Government of Uhuru Kenyatta has sent a strong message. We know we lost over 40 of our security personnel. We are not ready to lose any security officer or any Kenyan. The Government must protect the lives and property of our people. Hon. Sumra, yes, in Boston they have CCTVs. Here in Nairobi we can do it, but how do you put a CCTV in Mandera among the pastoral communities? You cannot have cameras in the middle of the dessert among our animals. It is the responsibility of Government to offer alternative technology. If you can use the technology in Nairobi, then you must provide another for the pastoral communities that will help in intelligence gathering. Hon. Tobiko, before Tuesday, the President is going to appoint the remaining two Cabinet Secretaries. I pray that one of them will be from the Maa Community. I pray that the other communities that have not had their share benefit from the two nominations. It is this House, however, that provided the ceiling of between 14 and 22. We had a chance to say that we wanted 42 Cabinet Secretaries, so that every community gets one, but the Constitution does not have that provision. The Government is so big. It is not just about Cabinet Secretaries. We have positions of Principal Secretaries and so on. The Government is a huge animal. I will be the first person to pray that a person from the Maa Community gets one of the remaining slots. This is because I have good friends from the Maa Community, for example, hon. (Maj-Gen).
