    "content": "Hon. Speaker, Sir, capacity has always been an excuse in determining and describing the performance of our police force. I am aware that in Western Province, insecurity has been initiated by rogues and thugs wielding machetes. Our police force is equipped; I do not think they are ill equipped to the advantage of those wielding machetes. I feel that there are issues beyond capacity affecting the performance of our police force. I think that has something to do with promotions within the police force. This may have, to a large extent, affected their performance."
