"content": "now. The issue of insecurity is not just within the urban areas, but it is spreading fast to rural areas. The Leader of the Majority Party has spoken about recruitment of additional police officers. Indeed, the Deputy President had also alluded to that fact. The question is when recruitment of additional police officers will take place after the passage of the Budget. We should appreciate that there are many factors which contribute to insecurity. One of them is communities feeling left out as far as distribution of resources and senior Government positions is concerned. What is the Government doing to ensure that there is equitable distribution of resources, opportunities and other rights amongst indigenous communities? Somebody raised the issue of the National Intelligence Service (NIS). Hon. Keynan may have tried to explain but I believe that the most important duty of this body is gathering security intelligence and putting in place counter-intelligence measures to enhance national security, in accordance with the Constitution. I believe that the NIS should wake up and do its job. We do not want a repeat of the 2008 debacle. Thank you, Mr. Speaker, Sir."
