    "content": "Hon. George said that this Government is sleeping; and that the Inspector-General and the National Police Service Commission have contradictions in the Act. I concur and the Act will come for review and we will introduce amendments. I want to say this: As a country, we must define the role of the Inspector-General; the command structure. Who is to promote, transfer or order on the daily operations of the Kenya Police Service? Is it the Inspector-General or the Chair of the National Police Service Commission? It is for this House, when the Act is brought, to decide; it is not for the Government. The Government is to implement. It is the work of this House to legislate. I think I have answered that. Hon. Okoth, if the Deputy President made reference to KDF manning our border to stop foreign militia, I want to tell him that the Deputy President respects the law. We have not broken any law and, whatever videos you bring, we are ready for it. We are ready to defend the Constitution. The Constitution is a document for all Kenyans and for posterity. Even those who are out there will defend the Constitution, even in spirit. I think hon. Chepkonga had a different issue. But Hon. (Ms.) Ghati, yes, I know the clan complexity in Kuria. It is equal to the clan complexity in Mandera, Kajiado, Wajir and Garissa counties. It is us leaders to make sure that our clans and communities live together. The protection of the lives of our people and their property is not a choice. It is in the Constitution. When the President, Cabinet and Members of Parliament swore to defend the Constitution, it is a collective responsibility. But every Government must protect the lives and property of its citizens. It is like devolution; there is no choice. Finally, hon. Cheptumo, I can agree with you that the Deputy President led a high level delegation to Baringo North. The Inspector-General conducted high level delegations to Baringo North. I think governors must be very serious on the issues that are happening in Baringo North. There is complete conflict that has been there for the last six months. I am sure it has more to do with cattle rustling and we must agree that the leadership--- If the leadership, whether it is in Mandera, Garissa, Baringo and other counties including Kisumu, sit together and preach peace and reconciliation, and the Government does its constitutional mandate, this country will be very peaceful. The investors will come and our economy will grow by double-digit. You will make the Jubilee Government live to its promise and rule for the next five years. Thank you."
