I want to warn you that if you continue in that manner rising merely because you have not been seen--- There are very many Members in this House who have not spoken this afternoon. It is not possible that each and every one of you must speak in one afternoon. You must understand that. Do not think that you are not getting a chance because you appear a little vertically challenged. There are many hon. Members and parameters that the Chair must use to ensure that every corner of the country as far as possible is heard. Therefore, you will all get a chance to express yourself. I know that the people in your constituency had expected you to speak today but that is their expectation and it is not what is happening in the House. So, please understand that. The Chair will not discriminate. We will give you a chance to speak."
