    "content": "Personally, I support this Motion by Hon. John Koyi Waluke. First, I feel that under the Fourth Schedule of the Constitution, the first role of the county government is agriculture. Therefore, it is impossible for the county governments to function without transferring agricultural-based parastatals to them. Again, if you look at this Motion, you will find that it has some problems. First, we need to define what “parastatal” is. When I look at the English dictionary, it does not define what “parastatal” is. If you look at Chapter Two of the laws of Kenya, it does not also define what “parastatal” is. So, I assume that a “parastatal” is a Government plot. I also assume that a “parastatal” is a public company."
