    "content": "Thirdly, I foresee a situation where you are dealing with the issue of water companies though not agro-based parastatals because they form a key component in the management of agriculture. We are now in the transition mode. This means that we are now moving from the old order to the new order. In the old order, agriculture was being managed by the central Government while in the new order, agriculture, as I have stated, will be managed by the county governments. If this Motion is passed, it will help fast- track that process; we will fast-track devolution."
