    "content": "On the issue of security, I want to commend the Jubilee Government on the plans they have. It is only my wish that these plans are implemented. My concern is: Is the Government aware that we have good citizens of this country who have offered their lives and free services to protect our good citizens and yet they are never motivated? They are the Kenya Police Reservists (KPR). I want to know what the Government intends to do with these good citizens who have volunteered their lives. My suggestion is that these good citizens are equipped with sophisticate arms and be paid some substantial amount of money to motivate them because these are people who have replaced our police force. I come from one of the most insecure constituencies and this can be confirmed by the remarks that were made by His Excellency the President of Uganda the other time. You will find in the entire constituency that we only have 46 police officers. I want to ask the Jubilee Government to consider providing securities to these places that have been affected most by insecurity."
