    "content": "this will, in turn, give a sense of ownership of those industries to local communities. Once there is a sense of ownership among local communities, there will be creation of employment in the respective counties. There will be value addition in the sense that when we talk of Nyayo Tea Zones, instead of selling tea in raw form, we can process and sell it at enhanced value. There will be development of local entrepreneurship. There is also likely to be transparency and accountability, as opposed to the former opaque system of managing these organisations. There is the likelihood of reducing corruption and impunity in those organisations. In a way, therefore, there will be increased productivity and revenue generation. This is likely to drive our economy to the much desired double- digit growth rate. Hon. Deputy Speaker, looking at all these prospects, I am of the opinion that once the agro-based industries are devolved to be owned by the counties, it is possible that we will stir the necessary economic growth and development in the countries and in a way, therefore, generate a balance growth in the entire economy. With those remarks, I beg to support the Motion."
