    "content": "I want to say that this is a matter that has been argued in this house. Basically the Committee is proposing changes to the Standing Orders, particularly Standing Order Nos. 205 and 206. But we will start with a proposal to amend Standing Order No. 174, which is generally about how committees are appointed. Here we intend to allow the Minority Party Members to chair both the PAC and PIC. This is a very popular suggestion, particularly with the minority Members. They were giving out some positions on goodwill basis. We want to entrench it in the Standing Orders. This was an issue of the spirit of give and take. The majority side was going to get the majority in those particular committees and the minority would chair the committees. Both sides of the House have been doing something which I believe they will be happy about. The membership of Public Accounts Committee and Public Investments Committee will be such that the majority will have a majority of 14 members against 13 members, a difference of one. On the other hand, the minority will have the position of chair. This is actually the stalemate that was between the two sides which has caused the delay in presentation and tabling of the committees in this House. So, without further ado I want to put before the Members the specific recommendations. We would wish that the House resolves and amends the Standing Orders, First Edition, as follows:-"
