    "content": "Hon. Deputy Speaker, as much as I agree with my colleagues on the need to stick to procedure, at times, desperate times call for desperate measures. We all know that we have been dilly-dallying. We are the ones who have delayed the formation of committees for obvious reasons. The measure that was taken to change the Standing Orders was, indeed, desperate. To break that impulse there was need to take that drastic action. Therefore, I sympathize with the Mover of the Motion. I know that they have not had enough time and in consideration of the need to proceed expeditiously, it is excusable for there to be that one exception."
