"content": "who brought amendments to the previous Standing Orders in the last Parliament and removed the caveat and just said that the Chairman of the PAC and the PIC will be elected by the Members. This amendment is good for prosperity. It is going to be very clear that the minority now and in the future will have the legitimacy to chair the PAC and the PIC. It will not raise any doubts in the minds of the generations or the leaders to come in the future. Secondly, it will also make it very clear that the majority in Parliament will have a majority in the PAC and the PIC by one. This amendment is giving the number that the majority will have a majority of one and the chairs will go to the minority. It is good that as we move forward, we create an infrastructure and enact a legislation that will allow Members to deal with issues of national importance. We want to develop more of a bi- partisan approach. We all are here, the 349 of us, to represent the interests of the people who elected us. It is not about which coalition you are in. Under a presidential system of governance, there is no Opposition, but the membership of the Kenya National Assembly has a very specific role within the Constitution and within the Standing Orders. Their role is to oversight, legislate and represent the diverse cultural interests of the constituencies that they represent. This is a very important evening. We might have issues across the political divide, but let us support this report. Let us amend the Standing Orders for prosperity and for the future. Let us make sure that the law is very clear and it does not leave doubts. In the last three weeks, we were living in doubts, but we want to set the precedent that in the next Parliament, we will know who will chair the PAC and the PIC, which coalition will have the majority and by what number.
