    "content": "Mr. Temporary Deputy Speaker, Sir, we are very much concerned about the construction in Embu District Hospital because the project has been on for a long time. It stalled in 2004 and we revived it in 2008. When it was revived, the terms of the contract had to be changed substantially due to the elapsed time and because of the other development that had already taken place in the hospital. Therefore, what had been intended to be built had to change in content. Nonetheless, we moved with speed and the works started, as I have said, in June, 2010."
