    "content": "market. Therefore, it would be proper if we had a system of ensuring that famers who lost livestock due to drought could be enabled to restock when the rain comes back. There are good proposals to the Government for ASAL areas, which is that irrigation be made a major activity throughout ASAL areas, so that we can irrigate our crops. When we irrigate crops, we get a lot of fodder. This would ensure that farmers in ASAL areas feed their livestock on fodder from harvested crops. There are major plans to irrigate so much land along River Tana, River Athi and other river basins in the country. In areas along such rivers, we have farmers who could utilise irrigation projects to produce fodder and, therefore, produce a lot of animals not only for meat but also for other products like milk. Such products can be sold through major companies or co- operatives that process them. Therefore, the country can export such products, bearing in mind that Kenya is now the largest exporter of animal products in East African Region. We could also take examples of countries like Botswana, which rear animals for export. Such countries export livestock to many parts of the world and they gain income. Hon.
