"content": "Hon. Temporary Deputy Speaker, Sir, currently the Government of Kenya has spent a lot of billions of shillings on relief food that is stolen; relief food that goes to the wrong hands. Relief food that goes to the wrong places and many people have made money out of it. So, you will realise that we need to do something about this issue. Where I come from in a pastoral area old people are suffering. Most of them have lost their animals through cattle rustling. Once his animals are stolen, he does not have the capacity to get more. In the olden days, cattle rustling activity was fashionable. At least I could steal from somebody and later on he could come and get something from me but at the moment the modern cattle rustling is so devastating. It goes away with all animals. It kills the people en masse â children, young and old and you realize that you have no fallback position."
