    "content": "Hon. Members, in your Standing Orders, you have provided for a very unique committee to which a majority of you do not even want to pay attention to - the Committee on Implementation. What does it implement? What follow-ups does that Committee do? Undertakings by the Government relayed to the House by the Leader of the Majority Party. That Committee should make follow-ups. Who directs Cabinet Secretaries? If the House resolves that a particular Cabinet Secretary should undertake certain actions or responsibilities within their dockets, that is the method of giving directions to the Executive which is out of this House. But, more importantly, for the benefit of hon. Abongotum, in the Constitution, Article 153, Clause 3, it provides clearly that a Cabinet Secretary shall attend before a Committee of the National Assembly or the Senate when required by the Committee and answer any question concerning a matter for which the Cabinet Secretary is responsible.
