    "content": "“Cabinet Secretaries shall (a) act in accordance with this Constitution; and, (b) provide Parliament with full and regular reports concerning matters under their control.” When they do so, again, either it is to a certain departmental committee which will take up those reports as given by the Cabinet Secretaries, interrogate them and make a report to the plenary; which reports, if adopted, then will form the basis of further action for a Committee and more, particularly, the Committee on Implementation. So that is going to be the mode of operation."
