    "content": "I would like to say that it is time for the Government to decentralize the Kenya Meat Commission (KMC) to the county level, so that livestock farmers can benefit. The Government should also construct pans in ASAL areas. As it has been said by the Mover of the Motion, a livestock insurance fund should be established, so that people from ASAL areas can benefit from it."
