Temporary Deputy Speaker, Sir, we are aware that employment is created this way in this country; it is also a sector from which a large chunk of the population of this country gets income and foreign exchange earnings. The sector also provides food, and so it is a cure to our food insecurity. It also supports our factories. We have several factories supported by the livestock sector; they include meat factories and tanneries. It is a sector that also supports our agricultural sector because it provides inputs and outputs. But this sector, as hon. Members have said, is neglected very much, to the extent that there are no subsidies by the Government. There are no extension services to control diseases and the supply chain to the marketing process is also very poor. As a country, we lack disaster preparedness in this sector in the sense that we do not manage our fodder for our livestock, or the drought cycles that we experience in this country. We do not mitigate against what some hon. Members have called frost and cold that also wipes out our livestock in some places."
