"content": "Ugenya, the best hospital is classified by the Government as a health centre. My constituency does not have even a sub-district hospital. So, where will they be taken if all I have are dispensaries and health centres? Will we be taking them to another constituency where we have a district hospital? We need to lay down a very good institutional framework to address the needs of our old people. These are not only health needs. They are diverse. Some of these old people also want to engage in meaningful ways of building this country. So, doing this is like condemning them to nursing homes. As you know, Justice Akiwumi is now an old judge, but he still serves this country so well. Every time we have a commission and we want someone of integrity, we always call upon Justice Akiwumi yet he is over 80 years. They also want to participate in building this country, but we cannot do so if we think that, in a way, these people are not wanted in the society and should be taken somewhere to be taken care of. So, I propose that we should have a very well managed home-based care for the old people. In addition to what my colleagues have said, we should horizontalize and informalize the way we distribute the stipends that we give to our old people. Let us know how many they are in the country. We should also know how to distribute this even if it is at the constituency level. It should be done uniformly. That is why I think that this cannot be discussed through a Motion, but through a Bill. When we finally form committees, I would implore on the relevant committee to think of bringing a Bill on how we are going to look at the interests of the old people in this country. I beg then to oppose the Motion."
