    "content": "Hon. Temporary Deputy Speaker, Sir, I propose this: First, the Government of Kenya must become a welfare state. Like in Europe for instance anybody who is aged earns a certain amount of money. By the end of every month that aged person gets something and at the end of the day, she or he can be able to live a comfortable life. You will realise that Kenya has one of the lowest savings in this part of Africa. It is about 5 per cent saving, meaning that when you become old you have no fallback position and that is what really affects people. When you have no saving or income, when you do not have the strength to do a job for yourself, you end up going round and round begging. We expect the Government to come up with policies that will help the aged."
