    "content": "The hon. Member for Kiharu, my good friend hon. Kang’ata, is actually misleading the House. He is actually trying to say that this matter should be referred to county governments. There are 47 county governments. Let me give him an example of Murang’a County where he comes from. They can only discuss and prioritise health issues about Murang’a. They cannot discuss national issues. So, this House has the mandate to advise the counties. The Senate also has that mandate. It is to advise the counties to establish those special clinics"
