"content": "the new Constitution that today Parliament, and the citizenry have a role to play in the appointment of the men and women who are to serve our country as Cabinet Secretaries. Hon. Speaker, Sir, Article 152(2) of the Constitution is where this committee drew its mandate from; the President shall appoint with the approval of the National Assembly. This Committee had 13 sittings. We have brought a report to the House, but still the final say on the 16 nominees lies with the men and women who were elected by the different constituencies and nominated by different political parties. So, Article 152 is the one that gives the country Parliament and the Cabinet Secretaries. Two, Standing Order No.204 creates the Committee on Appointments; procedurally it is again this House, through the Procedure and House Rules Committee--- If they feel that the Chair shall not in future be chairing the Committee on Appointments, we have a procedure and an exit route.
