    "content": "On the report itself, I want to believe that the Committee on Appointments undertook its responsibility seriously, with due attention to rules of procedure and due regard to the requirements of natural justice, namely giving everybody their right to be heard. Let me just mention the nominee who has raised a lot of heat in the House. Page 41 of the report has the first point about Ms. Kandie, Cabinet Secretary nominee for the Ministry of East African Affairs, Commerce and Tourism. When you look at the first part of the report, the Committee tells us of some of the complaints, or alleged misdeeds, that came to its attention. For the avoidance of doubt, and because this is a House of record, this ought to be put on record. The Committee tells us that it heard that the nominee was at one time the director of an entity styled as the “Kenya Micro-Enterprise Promotion Programme”. Those are not the words of Ababu Namwamba. These are the words of the Committee as recorded in this report. Kenya Micro-Enterprise Promotion Programme failed to remit Kshs2,310,000 in respect of Kapkerwa Women Group, Kabarnet Jua Kali and Kabartonjo Jua Kali Association. The Committee goes ahead to say on record that Ms. Kandie cannot hold office due to provisions of Chapter Six of the Constitution. For the record, Chapter Six of the Constitution speaks to the issue of leadership and integrity. So, I presume, when I read this very express record of the Committee that, that arose out of some interrogation of issues that touched on integrity."
