    "content": "I want to say something about insecurity; people have been talking about insecurity in my area. If we do not empower and give resources to the police, I do not think we will do much to reduce insecurity. We talk of people protecting themselves because they own guns. I know that people go to the former North Eastern Province and undertake an operation. I am not in favour of that. In fact, the illegal guns they have are for protecting themselves. In some areas, there is no Government presence, nor is there any security set-up. The area along the Kenya/Uganda boarder is inhabited by the Pokots, the Karamojong and the Turkana on the other side. The Uganda government has set-up security apparatus along the border. However, on our side, there is nothing. People there protect themselves without any support from the Government. How will you force the people there to surrender guns without the support of the Government? The Government we are setting up should not do things the way past Governments did them. They have to make our people safe. I support the Motion."
