Members, in line with the public finance principle of openness and accountability, including public participation in financial matters, as enshrined in the Constitution under Article 201, Clause 1; the Budget and Appropriations Committee is required to conduct public hearings on the Budget Estimates for 2013/2014. This exercise is anchored in Article 221, Clause 5, of the Constitution and further, provided for in Section 39(2) of the Public Finance Management Act, 2012, which mandates the relevant Committee of the National Assembly to whip the Budget and Appropriations Committee to discuss and review the Estimates and make recommendations to the National Assembly, taking into account the views of the Cabinet Secretary responsible for finance and members of the public on the proposed recommendations. The Committee shall seek views from the public and their recommendations shall be taken into account when the Committee makes its report to the National Assembly. The public hearing exercise is expected to provide an opportunity for the National Assembly to collect and seek views from members of the public to inform the finalisation of the 2013/2014 Budget Estimates. In particular, the National Assembly should obtain views on the following:- (i) Areas where more resources are required to enable creation of more job opportunities; and, (ii) identify areas of wastage and possible areas of rationalisation."
